Our Mission

KOT exists to help city governments around the world design smart city strategies that improve quality of life.


Humanity’s present and future are both urban and digital. We believe that technology, when applied thoughtfully, offers a crucial opportunity to make cities more livable, sustainable, and resilient. KOT combines expertise in public governance, digital transformation, and practical planning to create people-centric, actionable smart city strategies that make cities better places to live.

Why We Exist

Before KOT was founded, while working on various smart city projects we consistently saw the same problem:
cities were overwhelmed with fragmented ideas, isolated pilot projects, and unclear legal and financial pathways for implementation. In many cases, any collection of unrelated pilot initiatives was labeled a “smart city strategy” – even when it lacked structure, integration, or feasibility.

At KOT, we strive to change this.
We believe a smart city strategy must be:

  • People-centric – focused on human needs, not just technology.
  • Integrated – with projects connected whenever possible.
  • Practical – built around a portfolio of real, proven projects.
  • Implementable — grounded in feasible legal frameworks and financial schemes.

Our core team brings experience across public governance, digital transformation, the financial sector, and smart city strategy development. We have worked with city administrations and regional governments, including regions of 1.2 million and 3.1 million residents.
